Building Permits & Inspections
REVISED EFFECTIVE DATE FOR 2021 CODES - MARCH 15, 2024
The State Building Code Council voted on May 24, 2023, to delay the effective date of the 2021 codes for 120 days, which changed the effective date from July 1, 2023 to October 29, 2023. On September 15, 2023, the State Building Code Council agreed on another delay. The new effective date for all building codes is March 15, 2024.
The Council is also entering rulemaking to modify sections in the commercial and residential energy codes to address legal uncertainty stemming from the decision in California Restaurant Association v. City of Berkeley recently issued by the Ninth Circuit Court of Appeals.
The Building Department has the responsibility for administration and enforcement of building and site development requirements as adopted by the Moses Lake Municipal Code.
Process for electronic submittals

Building Permit Form
The Building Permit Application is used for most building permits, including grading, change of occupancy, tenant improvement, and manufactured home placement.

On new construction, the mechanical permit costs are included in the total valuation of the project. A separate mechanical permit application is required when the work is limited to these areas or when the work is included in a building remodel.

Cargo Container Placement Permit
Placing a cargo container as a storage container requires a conditional use permit and a placement permit. After the conditional use permit is approved, use this form to apply for placing the container.
Demolishing a building requires a demolition permit.
A fence permit is required before installation of any fence.
All new and replacement signage, except for changing out faces, requires a sign permit. Note that the completed submittal checklist (page 2) is part of the application.
