The 2021 Washington State Building Codes

The 2021 Washington State Building Codes will be adopted on March 15, 2024. After March 15th, 2024, applicants for the City of Moses Lake may submit plans and documents under the 2021 Washington State Building Codes or the 2018 Washington State Building Codes until September 15th, 2024. After September 15th, 2024, applicants shall only submit plans and documents under the 2021 Washington State Building Codes.

The City of Moses Lake construction codes with associated documentation and forms are being updated to the Washington State Building Code 2021 editions, including the building, residential, existing building, energy, mechanical, plumbing, fuel gas, wildland-urban interface, and fire codes. The target update date for these new codes with associated documentation and forms is no later than September 15th, 2024. There is no planned grace period beyond this date.

The Building Department has the responsibility for administration and enforcement of building and site development requirements as adopted by the Moses Lake Municipal Code. 

Process for electronic submittals 

Please email your completed and signed permit applications and supporting documents to J Cantu by email. Please allow up to 2 business days for a response confirming the receipt of your application and further instructions. 

Building Permit Form

The Building Permit Application is used for most building permits, including grading, change of occupancy, tenant improvement, and manufactured home placement. 

Mechanical Permit

On new construction, the mechanical permit costs are included in the total valuation of the project. A separate mechanical permit application is required when the work is limited to these areas or when the work is included in a building remodel.

Plumbing Permit

On new construction, the plumbing permit costs are included in the total valuation of the project. A separate plumbing permit application is required when the work is limited to these areas or when the work is included in a building remodel. 

Cargo Container Placement Permit

Placing a cargo container as a storage container requires a conditional use permit and a placement permit. After the conditional use permit is approved, use this form to apply for placing the container.

Demolition Permit

Demolishing a building requires a demolition permit.

Fence Permit

A fence permit is required before installation of any fence. 

Sign Permit

All new and replacement signage, except for changing out faces, requires a sign permit. Note that the completed submittal checklist (page 2) is part of the application.
