Background
One of the required steps in adopting a Shoreline Master Program (SMP) is to prepare a Cumulative Impacts Analysis. This document evaluates whether a proposed Shoreline Master Program will meet the requirement of no net loss of shoreline resources and functions. The City of Moses Lake put out a Request for Proposals and selected a consultant to prepare a Cumulative Impacts Analysis on the Planning Commission's working draft of the SMP.
Results
The Cumulative Impacts Analysis determined that the draft as proposed could not meet the "no net loss" standard. Recommendations for changes were also provided.
